RBS is a Rural Broadband Based, Television Network, providing Television National and VERY localized Regional News and Events programming.

In January 2005, BDepew Enterprises LLC established a West Feliciana Parish wide Pilot Program, based on a strong community relations program combined with the latest broadband technology available. The objective of the three-year program was to develop and demonstrate a baseline that supported the gathering and airing of National and very localized Rural/Suburban News and Events television programming packages. Through the cooperation of local government agencies and community support RBS has successfully demonstrated the ability to low cost air very localized programming through any local Television outlet...

During testing we found that the Broadband technology model required was 100% effective. In 2007 we focused on national and community acceptance as our primary objective. What types of programming was the community interested in and how it is made available for viewing? Approximately 40% of our regular programming is local content. Full Public Meetings, School Board, Boards and Committees meetings, Local Sports and entertainment are aired. For the first time, community involvement significantly increased as residents became aware of issues facing local government. These are normally considered Public Service airings, however, by broadcasting the entire meetings rather than just a public service announcement of the meeting date and times, residents are “Now Engaged” and participating in community issues. An additional 40% of our programming is dedicated to local festivals, events and sports. The remaining 20% is Nationally acquired Independent family oriented entertainment productions.

The current traditional model for television programming is Public Service, Non-Profit channels supported through traditional Non-Profit Resources and Commercial Broadcasting outlets operated as strictly For-Profit. Neither of these models has proven financially viable for local broadcast operations. RBS has created a model that combines programming production for both models and delivers programming through a combined Public Service model and Commercial model being aired over a combined RBS Primary Anchor Network Channel. Identified Public Service programming is developed under the RBS Non-Profit funding. Commercial programming is developed and delivered under the RBS LLC.

In addition to the RBS Anchor Channel Regional Programming Channel, RBS has developed the very LOCALIZED multiple zip code(s) Cluster affiliates. By utilizing VOD access to anchor channel subscribers, it allows viewers to not only access the RBS Anchor Channel, it provides them access to VERY Localized events programming, i.e. localized High School Sports, festivals and political meetings.

Additional Community benefits are derived from the RBS model. One of the hurdles faced in rural communities is the availability of qualified Media Technology job applicants. The trend in the normal rural community is that a large percentage of high school graduates depart the area for college and high employment areas. Working with the West Feliciana School District RBS has developed a plan for a three-year curriculum in Media Technology as a high school elective. Through Internships and student work programs RBS will provide employment opportunities to participants and graduates of the program.

By working closely with the Local Government RBS has identified resources that are made available to Emergency Operations Centers that provide information to local residents during disaster operations.

The new RBS Television Network Model, is a departure from the traditional Programming package procurement process of all distributors. The RBS Network Package consist of a Primary Anchor Channel airing Family oriented National News and Entertainment , Programming. In addition each subscriber to the anchor channel has access to an On Demand Zip Code Level Package containing Very localized content. The technology also allows viewers to select through VOD programming from any Zip Code covered by an RBS affiliate.

What does an RBS affiliate consist of? The core of the RBS affiliate is the MOBILE PRODUCTION STUDIO. New 40 foot Travel Trailers are fully equipped with a complete Broadband Video Production Studio. The studio is equipped and configured not only to support television broadcast operations, it contains a FULL Video Production suite, Each affiliate is provided a unique Web Site, DVD Mastering, reproduction, packaging, and film production.
